Classify portable power stations: batteries, inverters, and the composite machine problem

List the functions the unit performs as imported: storing energy as a rechargeable accumulator, inverting DC to AC, converting and regulating charge from mains and from solar panels, and distributing output through specified ports with stated continuous wattage. Then weigh which function gives the article its essential character for the buyer. A small unit bought as an emergency battery argues one way. A large unit marketed and engineered around clean AC output for tools and appliances argues harder about conversion. There is no honest shortcut past that weighing, which is why two models in one product line can classify differently.

Name every function before choosing a heading

Capacity in watt hours, chemistry, and whether the battery is removable all belong in the file. A unit whose battery cannot be separated is one article. A spare battery pack sold and shipped alone is another article entirely, classified on its own as an accumulator, and sellers who use the station's classification for the spare pack are making an error with a duty and a safety documentation tail.

Heading 8507 covers electric accumulators, and a power station is, at its core, one in a case with electronics. Heading 8504 covers static converters, and the inverter is one. Composite machines and functional units are resolved under the Chapter 85 notes and the interpretation rules by principal function and essential character. CBP rulings on comparable products exist and do not all sing in unison, because the facts differ: output emphasis, solar charge control sophistication, and how the product is presented. That is a strong argument for a ruling on your model rather than borrowing a conclusion built on another brand's spec sheet.

The accumulator against converter argument

Safety and transport documents, the UN 38.3 test summary and lithium battery handling marks, travel with the product but do not classify it. Keep the customs file and the dangerous goods file consistent on chemistry and watt hours. An inconsistency between the entry description and the battery paperwork is a small thing that draws a large look.

A solar panel shipped in the same box raises the set and kit questions: is the panel an accessory that follows the station, or a separate article sharing a carton. Panels have their own classification story in the photovoltaic provisions, which changed structure in recent tariff schedules, and a bundle built for retail convenience still needs each article's treatment understood. Car charging cables and AC adapters are usually accessories where they are dedicated and included, but an extra standalone charger sold separately is merchandise, not packaging.

Included accessories can move the analysis, or create a second one

Price and value allocation follows the classification, not the other way round. Where a set is classified as one article under the rules, the entered value is the set's. Where articles are classified separately, allocate honestly from supplier invoices. An allocation invented to move value toward a lower rate heading will not survive the supplier file CBP can request.

Battery cells drive much of the origin and remedy analysis for these products, and additional duties on cells and battery articles from major manufacturing origins have been active policy territory. Determine where the cells were made and where the station was assembled, from the manufacturer, and confirm the current additional duty position for your final code and origin at entry. The classification file for a power station that ignores the cell question is half a file, however elegant its heading argument reads.

Frequently asked questions

Is a massage gun a medical device for customs purposes?

Not automatically. The inverter and conversion functions can carry the essential character analysis toward the converter provisions. The outcome is model specific, which is why rulings on comparable products point in more than one direction.

How are foam rollers and manual massage tools classified?

On its own facts as an electric accumulator when shipped alone. Do not reuse the power station's classification for a standalone pack, even if the pack only fits your station.

Does a heating function in the head change the classification?

It can. The panel is its own article with its own provisions, and the shipment needs a set or separate articles analysis plus an honest value allocation. Bundle for the customer by all means, but classify what is in the box.

What about massage chairs?

Full spec sheet with capacities and output ratings, a function description, bill of materials including cell origin, photographs, included accessories, and how the model is sold. Those facts decide the essential character argument.
